I've been following this evolution - of public institutions attempting to become relevant again - in an age where they've given up almost all of "our" comms infrastructure to private companies.

I had this hope, back at the turn of the century, that NRENs would become the white knights who would protect (increasingly global-minded) citizens from the seductions of private media companies, who focused on their singular private wants rather than our public needs. Your question was "how does xxx public institution) escape the straitjacket of American big tech?" And there's no need to argue WHY any more. The challenge is HOW.

So can we move the conversation to defining a strategy please? This is where two Dutch leaders in the Uni space have started a few years ago. https://www.pubhubs.net/en/resources/Pubhubs-position-paper-en.pdf We must begin by generalising.

The position paper begins. " Many civil society organizations...... ". It should start "EVERY civil society organization .... "

It goes on to say "Identity management is an integral part of. pubhubs infrastructure for group based conversation" . It should say "Identity management is the basis of PUBLIC infrastructure for civil conversations."

Let's not consider these conversations will take place in one language. e.g. This pubhub translates conversations into 11 languages. https://dialogue.swissinfo.ch/
